I would hope at the age of 16 this is his first offense. As a juvenile the long term consequence can be minimal. His record will be sealed from the public upon reaching the age of majority. Your concern is the 12 bags....this is more than immediate personal use and indicates he might be distributing it to others.

You should consider drug treatment although at his age it can be somewhat futile and expensive. May be better to do the health treatment on your own as opposed to having a judge order it as failure in that environment usually means jail time.

My son who is 16, was recently arrested in Chicago with charges of a small possession of cannabis and felony possession of a controlled substance (Heroin). He was pulled over when coming down Cicero avenue with 12 ten dollar bags of the controlled substance. Im here to ask what could possibly happen to him if nothing is worked out with the states attorney and he is found guilty in court? And what would be the best route in trying to keep him out of any jail time? Also this is his first offense.

[...] ADF Alliance Alert posted about this interesting story. Here is a small section of the postMassachusetts, the U.S. Supreme Court held that a certificate presenting forensic lab results was testimonial evidence, and that defendants thus have the Sixth Amendment right to cross-examine the analyst.
